Well, Fedora's .configs only have
# CONFIG_TCG_TIS_ST33ZP24_I2C is not set
and/or
# CONFIG_TCG_TIS_ST33ZP24_SPI is not set
so it seems nothing in the 14 builds cares about CONFIG_TCG_TIS_ST33ZP24.
Yes, CONFIG_TCG_TIS_ST33ZP24 is a symbol that only gets selected,
it's not actually one we can configure.
