Because we haven't rebased that branch.  Not sure why you were
expecting it.  We won't be rebasing until 3.15.2.

Is there a reason why rebase is starting with ".2"?

Because .1 was a relatively minor stable release that mostly overlapped
with 3.14.8 and there's already a number of fixes queued for .2.  We
don't rebase just because something is released.  We actually look at it
first.
