You don't really need to rebuild it.  You should be able to just
install it directly from the repo.

That looks like a dracut error.  Unrelated to the kernel.

I believe that's what bcache does, but it has to be manually setup by
a user first as far as I know.

No.  It's entirely optional and not something the kernel package cares
about.  bcache-tools should only be installed if a user has configured
their system to use bcache.
