F15, F16 and F17 on the same kernel but with different patch sets?

Currently F15, f16 and f17 are on one and the same kernel but when you
look at the git repo you'll see that those don't get the same patches.
It looks like that most of the developers push to f17 and then let
others apply the patches to f16 and f15 (if they are applied at all).
It'll be great if those repos are synced and every future patch is
applied to all three kernel.
