I have my desktop view set to desktop instead of folder view, so no "icons" item appears in the context menu. In KDE 6, that is the new way to manage icon sizes, and so doing that from the system settings dialog was removed. So there is no longer anyway to globally set desktop icon sizes. Please check this bug report if you are interested in how I got here.
