fedora 40, plasma6, firefox file chooser

I've updated to fedora 40, so I now have plasma6. I used dnf to do the upgrade.

I've noticed that the firefox file chooser now has the open and cancel buttons at the top of the popup window rather than at the bottom. I've also seen this in a home built python/gtk3 script.

Is there a way to change the theme so that the buttons are at the bottom?

I've looked at the live versions of plasma, workstation and xfce. Plasma and workstation both have the buttons at the top, but xfce has them at the bottom.
