I find that the "Print" shortcut has to be active in System Setting -> Global Shortcuts and in Spectacle itself. Start Spectacle from Application Launcher/krunner/etc.. and then click the Configure button, Shortcuts. Then set "Launch Spectacle" to the Default of "Print".
