This is a user's COPR. The kde-sig team is apart from its maintenance.

(note: I myself have used zawertun's COPRs in the past).

AFAIK "dnf install kwinft" should be enough ( kwinft conflicts with kwin and 
kwin-lowlatency and itself has dependencies as wrapland).

You will most likely also need disman and kdisplay.

But, again, this is not official ;-)
