As for where, I don't know, it possibly doesn't matter.
As for how to use it. I'm not 100% positive, but I think this is how
(Konsole) Menu -> Settings -> Configure Konsole
Click on "TabBar" tab bar
Click on "Use user-defined stylesheet" and then click on the folder,
and browse to where you have your file.
Click on "Apply" and/or "OK"
