Time to retire upstream unmaintained kde4 packages, smokeqt and perl-Qt.

Hello , 
On 9 November 2016 Rex Dieter proposed retire some packages (uncommon
kde4 language bindings)  [1]

Today Petr retired smokeqt and perl-Qt (the last ones of the list) ,
debconf-kde now doesn't depends on perl-Qt. I will take care of remove
debconf-kde sub-package ... Upstream also already doesn't have it and
upstream have a new independent package debconf-kde [2]
