Intentional from the kde side of things, that behavior comes from
NetworkManager itself apparently, since:
https://github.com/NetworkManager/NetworkManager/commit/12b9d30ae625000c578d6b4f4bcf8c3a119132dc


I saw this commit but didn't understand why Wired can have auto-negotiation "on" while DSL needs it "off", I think the Wired settings touches the ifcfg-xxx files, so they made changes for it, DSL doesn't need these changes, and auto-negotiation works fine, so I thinks in plasma-nm, it should be on.
