Yes, it works as root, but not for a normal user.

My kids use Fedora on their systems and there isn't a direct root KDE login on their systems. They used to be able to add random printers they or their friends have using the systemsettings application from their normal login. The systemsettings application prompted them for the root password when they need to make changes. However this no longer works (did in Fedora -> 27). I have found out that if your add their user to the group "sys" then they can modify printer settings without any passwords. However this seems a bit dangerous as I'm not sure what being in the group sys allows bar printer configuration.
