Is the only problem a missing maintainer, can I do it?  If yes, I have
never maintained before linux-packages, are there any detailed
instructions for doing it as a newcomer?

It's not the downstream (fedora) package maintainer that is missing.

Calligra *upstream* has no maintainer for this app's code, so they disable
it (I assume because they are in no position to support it).
