I note that in F27 libreoffice was version 5.4 while in F29 it is now 6.1. It may be a configuration issue with the version changes of libreoffice, just a guess. I would create a new user and see if that new user has the same issues. FWIW, the file I tested with was ~/ååå/å.odt.
