There is actually a KDE project developing voice control for accessibility 
purposes: https://simon.kde.org/
This is purely local and does NOT send your data to some central server.
It is already packaged in Fedora: https://src.fedoraproject.org/rpms/simon

But Alexa and the like are really awful spyware and NOT something one should 
want on one's computer.
