I can call Alt-F2 to get a prompt to start a new program. I wonder which

The last time this came up, someone suggested:

$ killall -s SIGSEGV plasmashell

but that was in 2015. I don't know if it's still valid.

Been a while since I had this problem but I used to put this in Alt-F2:

killall plasmashell && kstart plasmashell
