Most likely the xorg-x11-server-Xorg-1.19.1 update fixed the freezing.

I have noticed only now that the KDE toolbar is REALLY frozen: if I type
"date" in
a terminal, I get the current date (5:17pm as I write this). But the
clock widget
is stuck at 1:58pm

You're almost certainly going to get more feedback by asking on the KDE
Fedora list rather than the general Users list.
