I should have read the docs first before bothering him. Klipper Docs [1] says "Synchronize contents of the clipboard and the selection Sets the clipboard mode. When an area of the screen is selected with mouse or keyboard, this is called the “selection”. If this option is selected, the selection and the clipboard is kept the same, so that anything in the selection is immediately available for pasting elsewhere using any method, including the traditional middle mouse button. Otherwise, the selection is recorded in the clipboard history, but the selection can only be pasted using the middle mouse button. Also see the Ignore selection option. See the section called “Clipboard/Selection Behavior." * All selection whatsoever will land in Clipboard manager. * If you want the selection to be paste-able check "Synchronize contents of the clipboard and the selection." * If you don't want clipboard manager to add any and all selection to itself uncheck Ignore selection option. After unchecking Ignore selection I no longer see any of the selected entries in clipboard manager. I do have to say, based on my limited experience, this ability to add un- paste-able entries to clipboard manager is very weird. If entries can't be pasted they aren't really useful.
