CSM comes from KDE PIM and the idea is that when you attach a very large file to an email, you get asked by KMail if you rather want to upload it to some cloud storage and only send a link in the email. It was not intended as file manager :) As you figured out already, the feature is not working properly in the 4.X release of PIM that we ship so far. It has improved somewhat in 15.x release of PIM, but it is still far away from working properly.
