kernel-debug in KDE install

Just did a KDE kickstart install of F23_TC11 and I ended up with
kernel-debug-core/modules installed due to
https://bugzilla.redhat.com/show_bug.cgi?id=1192189 and kde-desktop bringing
in plasma-nm-l2tp by default (because it requires xl2tpd via NetworkManager-l2tp).

Some possible quick fixes seem to be:
- Do not have plasma-nm-l2tp in kde-desktop.  This may be desirable in any
case to avoid bringing in kernel-modules-extra by default.
- Move kmod(l2tp_ppp.ko) to the core kernel package
- Include kernel-modules-extra in @kde-desktop

Personally I'm just not installing plasma-nm-l2tp as I don't need it, but
perhaps this will hit other users as well.
