This is irrelevant. Plasma 4 applications are still KDE applications. 
Migration is not a one-time flag day event.

Upstream explicitly decided against that with version 5. This is one of the 
reasons why KF5, Plasma 5 and KDE Applications 15.mm are now separate 
projects, and the reason why KDE Applications uses a yy.mm versioning 
instead of 4.x or 5.x (to allow shipping applications of both types 
together).

In addition, even for the KDE 4 transition, which was supposed to be 
coordinated the way you ask for, Fedora 9 included a kdelibs3 kdepim 
(because 4.0 shipped without kdepim), and all the non-SC (now non-"KDE 
Applications") kdelibs applications (Amarok, Krusader, etc.) were also still 
kdelibs3. It took until F12 for us to be able to ship a spin without 
kdelibs3 on it.
