Recently I started having a problem with the main "up arrow" key in that
it stopped working in f21 kde. When pressed it now just toggles the
window shadow/highlight on/off of the current window and does not have
the expected scrolling effect. The other main arrow keys work as
expected. (The arrow keys in the numerical keypad still work as expected.)

The main up arrow key works as expected in a terminal (e.g., after
pressing ctrl-alt-f2 and logging in).

The kde setting for keyboard had not been touched and was at default 101
key keyboard. Tried a few other layouts there but it did not affect the
problem.

Any ideas on how I can fix this?

Short-cut "kwin / Suspend Compositing" under "global keyboard shortcuts" was set to "Up" instead of default "Alt-shift-f12". Apparently under "desktop effects" I accidentally changed the short-cut to "Up" (which will occur with no confirmation by clicking "apply").
