Short-cut "kwin / Suspend Compositing" under "global keyboard shortcuts" was set to "Up" instead of default "Alt-shift-f12". Apparently under "desktop effects" I accidentally changed the short-cut to "Up" (which will occur with no confirmation by clicking "apply").
