As far as systemsettings goes, I had that issue and I simply removed that from favorites and added the one I found under Applications->Settings. The problem was probably that System Settings is no longer launched wirth `systemsettings` but with `systemsettings5`.

If that doesn't bring up the GUI but menu-->applications-->settings-->system settings does then it sounds as if the definition in the "favorites" section is corrupt. Right click on the one in "favorites" and remove it and then add it back from the area that works.

Sounds like you simply need to "add panel" to that monitor.
