why would one need a graphical UI on a server to add folders via IMAP?
just add the folder on the IMAP server, subsribe to it and you are done

Simply because I'm not sure exactly what one has to do.
When you say "subscribe to it", do you mean
'add to the file "subscriptions" in ~/Maildir/'?
I'm never quite sure if dovecot.index, etc, will automatically update.

If all you want to do is create the folder why not use Thunderbird?

if kmail can't crete a folder and subscribe to it why call kmail a MUA - not that i really believe that this is the truth - see me previous google search links
