Hmm, kt880's F21 has same files and problem. Its F20 has same problem, with those kde* files same sizes, but different timestamps. All three installations originated via Anaconda-19.30.3-1 13 June 2013. I tried stripping the alternate lang lines from those two files (F20), but it had no impact I could discern.
