Using .local instead of .kde does not magically make the settings 
interoperable with GNOME or other non-KDE applications. So there is very 
little benefit in following that standard, and IMHO it was not worth moving 
the settings away from the established place for that.

But of course, trying to override what upstream (unfortunately) ships would 
open a wholely different can of worms. :-(
