Dear Markus, this is exactly the way I understood it. However I see that now, as Dieter said, the kde-unstable repository hooks 4.13.2 packages. I will check if the official repo still overrides, but I don't think it happens anymore.

Sorry, correction: It uses Baloo but the kde-workspace in the regular updates repo installs Nepomuk because "updates" has a newer version than "unstable".
