This is already the case. kde-baseapps.spec already includes:
BuildRequires: baloo-devel >= %{version}
BuildRequires: baloo-widgets-devel >= %{version}
(with no mention of nepomuk).
So, if something isn't enabled or working right, its not a matter of
missing build dependencies.
Or not, I found a missing build dep on kfilemetadata, doing a -2 build now.
