It's not always easy figuring out where global KDE config changes belong.
This output gives some help to answer how to figure it out:
kde4-config --path config
For me, I get:
/home/rdieter1/.kde/share/config/:/etc/kde/:/usr/share/kde-settings/kde-profile/default/share/config/:/usr/share/config/
In my experience, customizations written anywhere in /usr* can be expected to be overwritten by package updates, thus need to be made somewhere in /etc* if you wish them to persist.
Indeed, that's precisely why we added /etc/kde/ near the front of said config path. :)
How does that reconcile to the OP's /etc/kde/kdedrc being disregarded while my /etc/kde/share/config/kdedrc obeyed? Why isn't the path including /etc/kde/share/config/?
