Your comments as always have been most helpful.

I read through the bug report,
and even tried one of the suggested workarounds,
going to System Settings=>Personal Information
and Modify-ing Personal Contacts.
Unfortunately the suggested Nepomuk addition was greyed out.
(In any case it would be taking me a bit out of my depth.)

The long history of the bug report that you remark on
is a little depressing, especially as it is not clear
if anyone is actually looking into the problem or problems.

Actually, your suggestion to click on the Select button in the To: window
when sending email has enabled me to use my contacts quite successfully.
The lack of auto-completion is only a mildly annoying feature.
