No, there's no one single file for that. The systemwide defaults are in 
/etc/xdg/menus and /usr/share/applications, the per-user customizations land 
in ~/.config/menus and ~/.local/share/applications. The system is somewhat 
rule-based (the applications specify categories and the menus say what 
categories go where), it's not a straight tree.
