We generally only do one major update per fedora release cycle, so most likely only F17+ will see kde-4.9.x
Opinion: Dropping features and confusing users in mid-stream and then promising to bring them back is not good practice.
I share your sentiments. but afaict, the feature was never there in kde-4.8.x, and required significant work to implement properly.
