* Where did you change the order? In the Phonon settings in KDE System 
Settings? (Because that's where they should be set.)
* Are you sure you changed the order for all the sound types?
* Are you sure the volume is non-zero and the output is not muted?

No, sorry, the Phonon Xine backend was discontinued by upstream and is no 
longer shipped in Fedora 16. (It does not work anymore with the current 
Phonon release.)
