What file would that be? I looked in /etc and the only file that seems 
reasonably related to timezones is localtime (a binary file in etc!):

[root@Yoda ~]# ll /etc/localtime 
-rw-r--r--. 1 root root 3439 Mar 19 00:04 /etc/localtime

This appears to be writable by root. What else should I look at? Also, this is 
a clean F16 install (fully updated), and I certainly didn't go around changing 
default permissions of various system files. What could be the source of the 
wrong permissions?
