The kopete issue is almost certainly [1]. The apparent fix for it
should be in kde 4.7.0 which so far as i am aware is being released
today. Should just be a matter of giving the team time to update and
rebuild everything.

As for the keyboard layouts i don't know but that could potentially be
the same issue.
