They used to be root-only, but they got ported to KAuth, which uses PolicyKit behind the scenes. Only the following are still root-only: fileshare kcm_kdnssd kcmsambaconf system-config-printer-kde These should all be fixed to use either KAuth or PolicyKit directly. The root-only flag isn't even supported by upstream KDE at all. (They dropped support for it in 4.0.0.) We made it work with a hack. But things are supposed to use KAuth/PolicyKit instead.
