It should be fixed by this update: https://admin.fedoraproject.org/updates/NetworkManager-0.8.9997-4.git20110620.fc15 which is currently in updates-testing and queued for stable. Please test whether that update fixes your problems with the new kde-plasma-networkmanagement.
