The "flash-player-properties" tool they use in GNOME is a standalone 
executable. Multilib means 32-bit executables work fine in a 64-bit 
environment. But the KCM is a plugin, which needs to match the bitness of 
the application it's loaded into, which is System Settings.

What do you need Flash for? Videos? There are plenty of downloaders around 
for those.
