And this is now fixed with the installation from updates-testing of:

    kde-plasma-networkmanagement-libs-0.9-0.35.20110221.fc14.x86_64
    kde-plasma-networkmanagement-vpnc-0.9-0.35.20110221.fc14.x86_64
    kde-plasma-networkmanagement-0.9-0.35.20110221.fc14.x86_64

This silly prompt is still displayed under any window that happens to
be in the way.
