OK, I found the solution. somewhere in the internet I found the note that kded starts kpackagekitsmarticon for update checking. In a ubuntu forum I found another hint that kdedrc config file is not set up correctly (contains wrong data) if kpackagekitsmarticon is not working as expected. after removing this file and relogin the automatic update checking of kpackagekit is working as expected. my guess: this config file was a leftover from old kde3 days and prevents at least kpackagekit from working as expected. I have no idea of the details though.
