What do you mean by "checked it but nothing"?
i can't see any information there.
You have to spin out your own remixed kde-settings with proper theme in
usr/share/kde-settings/kde-profile/default/share/config/plasmarc - you have to
package your remix theme too.
right now only requirement is to change the default background image
