I'm sorry to say the Autohide configuration option of Plasma still randomly breaks in F13 (i.e. the hidden panel refuses to reappear). This used to happen to me occasionally in F12 but I had hopes that F13 would work better. The only work-around seems to be restarting Plasma. I'd report it to BZ but it only happens once in a while and the circumstances that cause it are not clear. poc
