Kmail no longer quoting when I try to reply

Yes, it sounds as though you have damaged your templates.  Go to Configure 
KMail > Composer Settings > Standard Templates tab.  You need to have the 
following:

New Message:
%REM="Default new message template"%-
%BLANK

Reply to Sender:
%REM="Default reply template"%-
On %ODATE %OTIMELONG you wrote:
%QUOTE
%CURSOR

Reply to All / Reply to List
%REM="Default reply all template"%-
On %ODATE %OTIMELONG %OFROMNAME wrote:
%QUOTE
%CURSOR

Forward Message:
%REM="Default forward template"%-

Subject: %OFULLSUBJECT
