Theme configuration file?

Subject: Theme configuration file?

I have been seeing this in 4.4. When I select system setting 
"appearance" I immediately see a pop-up dialog saying "could not find 
theme configuration file." But when I dismiss it, things seem to work 
OK. Wondering if anyone else has seen this?
