Only if you use 32-bit multilibs (e.g. if you have proprietary software 
which needs qt.i686). A pure 64-bit system needs only the 64-bit repos.

Yes, that should be safe, there isn't anything other than the KDE 4.4 update 
set currently in kde-testing.
