How to get UK country defaults?

Okay, if I put

[Locale]
Country=gb
Language=en_GB

into /home/username/.kde/share/config/kdeglobals

then the country settings work. However it doesn't work in 
/etc/kde/kdeglobals, /usr/share/config/kdeglobals or
/usr/share/kde-settings/kde-profile/default/share/config/kdeglobal

Any ideas anyone?
