New hplip seems broken

Note the changelog in the -12.fc11:

* Fri Aug 28 2009 Tim Waugh <twaugh at redhat.com> 3.9.8-12
- Include missing base files.

I guess that this build fixes that problem, at least the patch in cvslog 
suggest so.
