Sometimes it does, but more often than not it does not. It can take a few seconds to clean up (so if you try to restart immediately it complains about already running), but I've never seen it fail to quit. Besides, I doubt it's a KDE issue (it did the same with 4.2). Perhaps some extension is refusing to die? poc
