Launch(5)? 

It is currently not possible to bind brightness up / brightness down in
kde. 

If you're desperate enough you can script one yourself using

solid-powermanagement brightness (set|get) 'value'

The issue is twofold - first of all qt doesn't support keys that
generate acpi events (Fn+F5 on most laptops).

Second powerdevil doesn't expose a keybinding possibility to the
keybinding dialog.

There is a kde bug open at least on the first issue, not sure about the
second.
