This is updated F10, so this may be the usual "2 power managers running"
issue...

Do you have guidance-power-manager installed? Is the PowerDevil service
enabled in System Settings (under "Service Management")? If both are true,
congratulations, you're running one power manager too many. (If neither is
true, then you aren't running any power manager, which could also explain
your problem.)
